Biographical
An Assistant Crown Attorney for the first two years after his call to the Bar, Brian subsequently practiced as a partner in the firm of Marcus, Parnega, McNamara from February 1st, 1974 until January 30th, 2004. On February 1st, 2004, with partner, Walter Langley, he formed the law firm of Parnega Langley LLP and with Walter and Jim Chadwick (now retired), formed the Ottawa Dispute Resolution Group to further his mediation and arbitration practice.
During his many years of trial and appellate practice, Brian first carried on a split practice of criminal and civlil litigation but then specialized solely in Civil Litigation, principally on the defence side but also as Plaintiff's Counsel, in the areas of personal injury, Insurance, personal and professional liability, product liability, builder's liability, municipal liability, commercial litigation and sexual abuse claims.
In 1990, Brian was designated as a Specialist in Civil Litigation by the Law Society of Upper Canada (as it then was). In addition, Brian has completed the Harvard Mediation Course sponsored by the Advocates Society in July of 1998 and has appeared as Counsel at and has conducted mediations, arbitrations and private pre-trials.
From the onsent of the pandemic in early 2020, Brian has been conducting mediations and arbitrations online via the Zoom platform.

Rates Information
MEDIATION:
Full day: $3,000.00 ; Half day: $1,750.00
These fees are based upon a full day mediation/settlement conference consisting of six hours and a half-day of three hours. They would include two hours of preparation for a full day conference and one and a half hours of preparation for a half-day conference, consultation and administration, along with traveling time within Regional Municipality of Ottawa-Carleton. If there are additional parties or complex issues, or multi-party cases, then the hourly rate charged in addition is $400.00 per hour.
Arbitrations/Private Trials: (within East Region)
$3,000.00 per day
Hearings outside of East Region, per diem fee to be negotiated.
Pre-Hearing Conferences & written Awards: $400.00 per hour
